Marc, it sounds like perhaps English is your second language and maybe you have misunderstood the word used here. No one is claiming that couples who cannot have children cannot marry. It is couples who are known to be physically unable to have sexual relations at all – permanently – such as if the man is castrated – may not marry because sexual relations are part of the sacrament itself. Make sense? The first is called infertility, which is permissible. The second is called impotence. Impotent couples cannot marry.
